British and Scottish Governments Disagree Over Footing the £24.5m Bill for Trump and Vance Trips

The British administration is being called upon to "step up" and cover the £24.5m cost incurred during recent trips by former President Trump and Vice-President Vance to the Scottish nation, according to a senior Scottish minister.

Significant Provisional Costs Disclosed

Provisional costs amounting to nearly £24.5m for the pair of official trips have been made public by the Scottish government.

Ivan McKee labeled the Westminster's refusal to provide funding as "ridiculous," stating that both visits were obviously official, noting that the US president held discussions with European Union chief Ursula von der Leyen and UK prime minister Keir Starmer during his July visit in Scotland.

Particulars of the Visits and Associated Policing Costs

Donald Trump visited his golf courses at Turnberry in Ayrshire and Menie in Aberdeenshire over a five-day trip in July, while US vice-president JD Vance spent around a long weekend in the Ayrshire region in August.

In a written communication to the Treasury’s chief secretary James Murray, Finance Secretary Shona Robison stated that the visits placed "significant operational and financial burdens on Scottish public services, particularly the Scottish police force."

The Scottish government calculates that the estimated expense for policing the president's trip by itself was £21m, which reflected peak daily deployments of over 4,000 officers, while expenses for the VP's visit were about £3m.

Complex Security Mission

This complex security mission was the biggest in Scotland since the passing of Queen Elizabeth II in 2022, and involved local officers, national divisions, volunteer officers and wider UK colleagues for specialist support.

Robison stated: "Following your decision not to offer financial support to the Scottish government for costs incurred in connection with the visit of Donald Trump to Scotland in July 2025 and the subsequent visit of Vice-President Vance, I am contacting you to ask that you reconsider this decision and provide complete repayment for the cost of the visits."

UK Government Reply and Past Precedent

The British administration maintained that the trips were private and "not official UK government business." A representative commented: "The Scottish government must cover security expenses in Scotland as per agreed funding agreements for devolved matters."

While Robison pointed to previous precedent where the British administration reimbursed the cost of Trump’s 2018 visit to the nation, it is believed that trip came after a formal invitation from Westminster, in which instance it covered security costs under its funding guidelines.

"The UK government must take action and cover the cost. I think it’s unreasonable, it was obviously a work visit … Especially when you have the prime minister Keir Starmer spending time with the president, having press conferences with them, conducting international business with them, its really hard to believe to say this was just a personal vacation."
